Captain Browne, Commander of the OWNERS ADVENTURE bomb vessel, in his letter of 7 January an extract of which is enclosed, asks to have 5 more men. You are directed to report your opinion whether you think it fit to increase the number established. The GLOUCESTER is to be launched at Bristol and is not supplied with a tender. You are to provide one forthwith or to hire one for her.
