This is perhaps intended as somewhere in the Thames (e.g. the Nore or off Gravesend), with the boat perhaps going out to the frigate seen hove-to behind the merchant vessel passing in front of it. A Thames barge heds to the left in the foreground and a small cutter or hoy is in the right distance. It is essentially a capriccio shipping group, without a specific location. [PvdM 3/13]
