An English Privateer
Watercolour of an English privateer at sea with other shipping. It is signed and dated by the artist '[T] Richbell' (although the date is unclear), who is likely to be Captain Thomas Richbell, who served in the navy, ending his career as head of the Thames River police. He was also an accomplished amateur artist exhibiting at the Royal Academy in 1803.
