Awnings have been rigged amidships and the guest (boat) boom deployed. The steam launch and ship's boats are alongside. In the foreground are two men standing sculling a Maltese Dghaisa.
Hooper was in the Mediterranean at this time on the battleship HMS Exmouth (1901) between 15 September 1911 and August 1912 and later, after exams, on the armoured cruiser HMS Hampshire (1905) between 10 October 1912 and 10 January 1913. [TNA, ADM 169/54, page 75, service record]
The bow and stern are slightly out of focus.
