Eyepiece micrometer
This is a parallel wire distance eyepiece micrometer which is a type of filar micrometer. The eyepiece micrometer has a focal length of 38.1mm. It has a large thread and has all its working parts made of brass, except the screw which is made of steel.
It would probably have been used to measure the distance between stars or between nebulae, star clusters and stars by the maker's older brother, William Herschel.
