Vice-Admiral Frank Roddam Twiss being transferred by light jackstay between the Royal Navy light cruiser Tiger (1945) and the Netherlands Navy aircraft carrier Karel Doorman (1943) during NATO exercise Flat Rock in the North Atlantic off north-west Scotland. The Tiger (1945) was the flagship of Vice-Admiral F R Twiss who commanded a fleet of 46 ships drawn from six NATO nations for the exercise which took place in the waters off Cape Wrath and Loch Ewe between 16 and 24 October 1963.
