A battle fleet at anchor in the distance with a tug and other vessels
This is probably a view of the British fleet shown at anchor close to a home naval port,possibly in review order, though where is unclear. If it were prior to review at Portsmouth, for example, it would require some care to exclude land, of which there is no sign. The warships appear to be pre-dreadnoughts of the 1898-1904 period mixed with cruisers, but detail is inadequate to be more specific.
