The First Lord of the Admiralty, Sir Samuel Hoare, about to inspect troops at Custom House Quay in Dockyard Creek, Vittoriosa, Malta. The troops are standing to attention with shouldered weapons and are from the First Battalion of the Duke of Wellington's Regiment. Hoare is in the centre of the picture talking with Brigadier Stubbs, the Officer Commanding the Troops on Malta, and other officers. The band is waiting to play. Partly hidden behind the standard bearer is the fleet flagship Queen of Elizabeth (1913).
