The ship is presumably at anchor and the photographer is looking aft from the starboard bridge wing. This appears to be a boat drill and the boats are all manned by the ship's crew with no passengers being involved. Number 1 seaboat is in the foreground and numbers 3 and 5 lifeboats have their mast stepped. Boats 9A, 11A and 15A have been swung out above boats 9, 11 and 15 but have not yet been manned.
