He is looking across the main deck abaft the superstructure with the upper deck above him. A couple are sitting on a seat in the foreground. A fully discharged cargo ship is alongside a wharf in the background, with a smaller steamer berthed outboard of it. A note on the negative says the photographer is using Camera B.
