This drawing is inscribed 'd'Orsay fecit / Avril 1841' and is also signed by the sitter. It is from d'Orsay's series 'Drawings of Men about Town', 1832-48, many of which are in the National Portrait Gallery. See PAD3577 for the related reversed lithograph.
