A states yacht and Dutch ships at anchor. In the middle distance is a port view of a spritsail States yacht at anchor, with a flag at the masthead. On the right is a ship going off on the starboard tack, firing a salute. In the left foreground is a stern view of a ship, a States yacht with a smalschip and bezan yacht alongside it. There is an Admiral and a Vice-Admiral, both pendants, at the main in the background.

This is one of six drawings by van de Velde the Elder which approach the style of the Younger in the delicacy of the drawing and the fluidity of the wash. However, the hard-ruled horizons and the handling of the wash in the distant ships suggest the work of the Elder. All six drawings have been dated by the subjects and the similarity in manner to PAF6463.
