The Dutch fleet lying to in a breeze: a council-of-war. In the right foreground, a weather quarter view of a ship with flag and pendant at the main, lying-to on the starboard tack under topsails. She has a pendant at the mizzen peak as a signal for a council-of-war. There are a large number of boats astern of her, with other ships in the background, and a galjoot on the left. The drawing is marred by wash added by a later hand to the flagship and galjoot.

The drawing may be an offset of another drawing (untraced) which is in reverse.
