Awarded to Commander Warren Fred Postel USN. Obverse: Figure of Liberty right foot resting on a classical helmet, the hilt of a broken sword in her right hand, the blade in her left. Inscription: "WORLD WAR II". Reverse: Legend: 'UNITED STATES OF AMERICA'. Inscription:'FREEDOM FROM FEAR AND WANT', 'FREEDOM OF SPEECH AND RELIGION' (separated by a palm branch). Suspended from a red ribbon with a double rainbow stripe at each edge separated from the red by a narrow white stripe.
