This is a timing device for a 'Chevaline' nuclear warhead fitted to a Polaris missile. With a surprisingly simple mechanism, it was designed to ensure that the missile detonated just above ground level, achieving maximum damage and loss of life. As this device is now officially obsolete, nearly all of them have been destroyed.
