Medal commemorating the American note on U-boat warfare, 1916. Obverse: Half-length of President Thomas Woodrow Wilson (1856-1924) in armour and mailed gauntlets, a small nude female figure standing on a pedestal holding a pair of scales (right). Inscription: '20 APRIL 1916.' Legend: 'ENTWEDER - ODER.' On scroll: 'NOT AN DEVTSCH VNVERZVG EINSTELLV D . U . BOOT KRIE ABBRVC WILSON.' (Express note to Germany. Cessation of hostilities of U-boat warfare.) Reverse: A pair of hands in mailed gauntlets holding an inscribed scroll. Legend: 'DEVTSCHE . ANTWORT AN AMERIKA.' (The German reply to America.) Inscription, on scroll: '5 , MAI 1916.'; 'Der U-Boot Waffe leisten wir nicht Verzicht. Völkerrechtswidrige Methoden England Zaume brichte den Krieg Ihr Kürztet so Ihr stellt die Waffenlieferung ein Wilson will doch der beste Neutrale sein.' (We do not give up our U-boats. England introduces by force methods contrary to the law of nations. You would have shortened the war if you had stopped supplying arms. Wilson wants to be the best neutral). The medal refers to a note sent on 18 April 1916 from President Wilson to the German Imperial Government threatening to sever diplomatic relations unless they abandoned submarine warfare against passenger and freight carrying vessels.
