Russian Merchant ensign (1799-1917, after 1990)
A Russian merchant ensign of the design in use from 1799-1917 and revived in 1990. The ensign is made of wool bunting with a linen hoist and is machine sewn. A rope and toggle is attached. The flag has three horizontal stripes in white, blue and red. The name 'Carter' is inscribed in black ink on the hoist.
