The Coast Guard, or Preventive Water Guard as it was originally known was established by the Treasury to prevent smuggling. By the 1820s, they were also trained in lifesaving. By mid-century they were under the auspices of the Admiralty and served an additional purpose: to provide a reserve of trained seamen.
