The Petition of Sir Cloudesley Shovell enshrining the names of Captains William Beckham, John Nevill, Thomas Lee, Bazil Beaumont, Captains of Companies in the Marine Regiment commanded by Lord John Berkeley; and including unnamed Lieutenants and other Officers in which the appellants claim that despite having been diligent in recruiting and training their soldiers they have not been paid. It is asserted that the Navy Board has denied payment to the Officers concerned by claiming that it would be contrary to the rules of Establishment for paying Captains who are not Colonels for such work. The Petition concludes with an appeal direct to the King.
