In-letters and orders received by the Navy Board
We are informed that men are found in town daily who belong to His Majesty's ships to the westward, who are without any tickets of leave. It is presumed that men left their ships without leave but depend upon their registered certificates to prevent being pressed. We desire that this matter be put before their Lordships for their consideration. Signed by to Captains of His Majesty's Navy, regulating the Press in town.
