In-letters and orders received by the Navy Board

With regard to the men licensed in the Merchant Service, we have considered such methods as may be proper for securing these men from the Press and are of the opinion it may be done more effectively if their Lordships are pleased to direct that, when Lands Men apply to us for licences they bring certificates of their abode and description, under the hands of ministers and church wardens of their respective parishes. They should also sign an obligation under Form 1 and then may receive a licence under your hands according to Form 2 with the seal of our office stamped in the margin. We would also keep a book of those entries according to Form 3 and removes of that under Form 4. Signed by B. Tynewell; G. Byng; and F. Baker, Commissioners of the Register of Seamen.
