In-letters and orders received by the Navy Board

Mr Tempest Holmes, Storekeeper at Plymouth, acted as Judge Advocate at a Court Martial held at Plymouth, of the Captain and the Master of the PENDENNIS, the Judge Advocate and his deputy being absent. You are directed to make him the usual allowance for the time he acted. The DORSETSHIRE at Ipswich being in want of victuals, you are to give immediate orders to the Commissioners of the Victualling to supply them in the Downes. Rear Admiral Benbow at Spithead and Captain Munden, Commander-in-Chief at the Nore, having given us an account of the great want of provisions there, we enclose extracts of their letters and you are to have the Commissioners of the Victualling to have them supplied with all possible dispatch. We have a paper signed E [J] complaining of abuses by Captain Syncock in victualling the Turkey convoy in 1695 in the Straits. We enclose the paper and direct you to examine the matter and give us an account of how you find the same, Captain Syncock now being Commander of the CUMBERLAND at Spithead....Lieutenant Tyrwhitt of the NEWARK, borrowed £10 from a widow to enable him to give subsistence to the press gang of the ship. He has not yet repaid her and you are to have this sum deducted from his pay. Upon receiving frequent complaints about the want of provisions, we have thought it necessary to issue General Orders to put men on short allowance until further order. You are to advise the Commissioners of the Victualling and they are to let us know us when they are able to supply Chatham, Portsmouth and Plymouth. Vice Admiral Nevill and Captain Moody, Commander-in-Chief of the Turkey convoy, have sent letters from Cadiz about the great difficulty of getting provisions there. The Commissioners of the Victualling have sent orders to their agent not to draw any more bills on them, but to the merchants not to furnish them with more credits. We enclose extracts of their letters and direct you to order the Commissioners of the Victualling to give us an account why they forbid credits and to despatch to Cadiz the credit we have ordered for the Turkey convoy.
