Since my arrival at Cadiz on 8 January I have endeavoured to get credit for victualling the ships but the Commissioners of the Victualling have ordered that no more bills are to be drawn without their positive order. Signed by Captain Moody, Commander-in-Chief of the Turkey Convoy.
