In obedience to your order of 15 February about ships in this port which are in the best condition for a foreign voyage, we advise that the SEVERN, PORTLAND and CROWN are in the best condition but not sheathed. The WOOLWICH and DRAGON are also fit but not in such good condition as these three. Signed by Officers at Sheerness.
