Letter dated 18 July 1802 from Mr George Parker, Secretary to Lord St. Vincent, regarding the promotion of Arthur Lysaght. In the letter Mr Parker explains that Arthur Lysaght's commission has been delayed by a matter which can be resolved only when the books of LA FORTE are available to consult. The letter also refers to another letter which he enclosed, from the Earl of St Vincent to Admiral Blankett, which was returned unopened (see LYS/5/4).
