Richard Wise , late Master Carpenter of the PHAETON fireship, is to be appointed Master Carpenter of the PORTSMOUTH, in place of John Lowen made Lieutenant. You are directed to enter him accordingly together with such allowance of wages and victuals for himself and servant as is proper. His warrant is to be dated 18 March 1691.
