Captain Evans, Commander of the RICHMOND, has informed us that in turning the Ship down St. Clement's Reach the wind took her astays and backed her on the edge of a shelf, where she sat upwright and easy till the next flood.
We direct you, upon her coming to the Buoy of the Nore, to cause her to be carefully surveyed and to report to us your Opinion whether the damage she has received, if any, will not admit of her proceeding in safety on her intended voyage to New York.
