Administrative / biographical background
Zhang Fuyun was one of the senior legal, diplomatic, and customs official in China. He received a scholarship from the remittance of the Boxer Indemnity and studied at Harvard from 1911 to 1917 and graduated with a law degree. Between 1927 and 1930, he was the head of the Customs Administration of the Nationalist Government, working closely with Maze on the issue of custom rates and the transformation of the Customs Service into a Chinese institution. In 1949 he left China for the United States and passed away in 1983. He left his oral history records and memoir at Bancroft Library, University of California.
