Administrative / biographical background
William Gardiner, who qualified as a master mariner went into business as a ship's chandler. He bought the Barque PARGU, in 1873, but was inable to send her to sea as the certificate required was not forthcoming. The letter from Samuel Plimsoll refers to this ship. The PARGU lay at Wapping for eighteen months with a watchman on board, and was finally brokenn up. The firm of Gardiner and Scott eventually went bankrupt.
