Administrative / biographical background
Hulbert acted as an admiral's secretary and a naval prize agent early in the nineteenth century. He was born at Rochester in 1774, and apprenticed to Thomas Wood, vintner of London, in 1788. He served as secretary to Vice-Admiral Sir John B. Warren, commander-in-chief of the North America station, in 1804; and between 1808 and 1809 he exchanged with the secretary of Vice-Admiral Batholomew S. Rowley on the Jamaica station. He served again with Warren at Halifax, Nova Scotia, between 1810 and 1814, when a large number of prizes were taken. Hulbert later purchased Aston Lodge at Aston-on-Trent, but he was living at Southampton when he died in 1825.
