Tupper was born in London in 1872. He joined the iron screw frigate HMS RALEIGH (1873), flagship at the Cape of Good Hope, as a midshipman in 1888 and remained in her until 1891. He became a lieutenant in 1892. In 1893 he was on the South American station in the composite screw sloop HMS RACER (1884) and died when a powder magazine exploded on the island of Governador in Rio de Janeiro harbour. His record of service in the Royal Navy can be found under the reference ADM 196/43/218 at The National Archives.
