General Bentham was the specially appointed inspector General of Naval Works "Whose duty it should be considered of all improvements in relations to the buildings, fitting out, arming navigating and victualling ships of war and other vessels employed in His Majesty's service as well as in relation to the docks ships basins buildings and other articles appertaining to His Majesty's Naval establishments."
