Draft instructions for Mr Edward Smith appointed Muster Master of their Majesties ships in the Downes. Sets out detailed instructions as to the muster records of every naval vessel arriving in the Downes. Ships' companies to be mustered once every 7 days during their stay in the Downes, marking who is present and who absent during each muster. Any person absent to be marked as run away with the date of leaving the ship.
