In-letters and orders received by the Navy Board

We direct you to take care that a fitting number of Tenders be provided in readiness for procuring Men for their Majesties' Ships at Chatham and Portsmouth, designed for the Fleet, by the time limited for entering Men.
You are forthwith to cause to be impressed unto such Person as Admiral Russell shall appoint, the sum of two thousand Pounds for defraying the Contingent Charges of the Fleet, and to demand from the three Admirals who commanded the Fleet last Summer, an account of their disposals of the Contingent Money put into their hands.
