The photographer is on a shore excursion from the Peninsular & Oriental Steam Navigation Company cruise ship Viceroy of India (1929) and is looking from high ground over trees to a stretch of water with another stretch of water beyond the hill. This may be on the coast or it may be looking across the three vatnets (lakes) to the west of the town.
