The plan bears the signature of Admiral Baldwin Wake Walker [Surveyor of the Navy 1848-1861], Isaac Watts [Chief Constructor of the Navy, 1860-1863] and Joseph Large [2nd Assistant Surveyor 1859-1861]. The plan has been approved by Somerset House and bears the signature of R. S. Dundas and F. T. Pelham.
