Rate of change board. Wooden board with suspension hole. A paper is pasted to the front surface. On an attached metal plaque: 'RATE OF CHANGE BOARD. FLOATED UP FROM H.M.S. "VICTORIA" 22.6.1893. Presented by MAJOR GENERAL GEORGE ASTON, K.C.B., R.N.’ Rate of Change - a correction which is applied to the reading of a chronometer when a navigator of a ship works out the Greenwich Mean Time of an observation of a heavenly body which he has taken for the purpose of fixing his ship's position.
