Proposals by Lord Cochrane on a variety of subjects including Temporary Mortars, Shells, Sulphur Ships, Explosion Ships and how to fit them to project shells and carcasses. Also includes observations made by Lt. General Congreve, Admiral Lord Heith and others on Cochrane's proposals. Contains one letter addressed to Lieutenant P. W. Brock, HMS VINDICTIVE, from Mr Bernard Halliday regarding the documents of Lord Cochrane's proposals with information on how he acquired them and their character. Includes some letters addressed to Robert Dundas, 2nd Viscount Melville.
