Administrative / biographical background
Lord Windsor Thomas, Governor of Jamaica in 1661-1664. Windsor was appointed Governor of Jamaica on 20 July 1661 but did not arrive in the Island until August the following year and acted as Governor for little over ten weeks. 'Being verie sick and uneasie' he embarked for England on 20 October 1662; the document was presumably signed just before he left and issued a few days later, the day of the month being added in a different hand. The establishment of an admiralty court was one of main achievements of his brief tenure of office.
