They consist of letter and order books 1806 to 1814 and 1820 to 1823 (lft; 31cm) and standing orders and memoranda to ships in Cawsand Bay, Plymouth, 1804 to 1809 and at Spithead, 1809 to 1810.

Administrative / biographical background
Rowley entered the Navy in 1785, serving first on the North American Station. He was promoted to lieutenant in 1789 and to captain in 1795. After several commands he was appointed to HMS RUBY (1776) in 1804 and to HMS EAGLE (1804) in 1806. Between 1806 and 1814 he commanded the EAGLE in the Mediterranean, at Walcheren, off Cadiz and, from 1811 to 1813, was in charge of a squadron in the Adriatic. He was promoted to rear-admiral in 1814 and knighted in 1815. From 1815 to 1818 he commanded at the Nore and from 1820 to 1823 was Commander-in-Chief, Jamaica. He was promoted to vice-admiral in 1825, served at the Admiralty from 1834 to 1835 and, following his promotion to admiral in 1841, was Commander-in-Chief, Portsmouth, from 1842 to 1845. He was created a baronet in 1836.
