The photographer is on high ground looking over rooftops along the coast showing a small harbour crowded with sailing vessels and one small steam vessel, probably a tug. The harbour is protected by a breakwater projecting straight out into the sea. The precise location of this harbour is unknown but it is lined with five and six storey buildings and is backed by wooded hills.
