Enclosure: Petition of Baltic Merchants seeking Protections for the crews of their ships during the coming Summer. They refer also to the security of a Convoy promised them last year, to the great quantities of goods now ready to be exported; and to problems with the Admiralty who are seemingly unwilling to grant their wishes. They stress the importance of reaching the Baltic in order to bring home vital naval Stores as well as referring to the disadvantages of having to use foreign carriers. [No date recorded].
