Warren entered Emmanuel College Cambridge University in 1769, but in 1771 joined the Navy. In 1774 he became a member of parliament for Great Marlow and was created a baronet in 1775. In 1779 he obtained his first command of a ship. In 1794-8 he was commodore of a squadron in the blockade of Brest. In 1802 he was sworn to the Privy Council and sent to St Petersberg as ambassador extraordinary. He returned to naval duties, capturing the French MARENGO in 1806. He was commander-in-chief on the North American Station from 1807 to 1810, when he was promoted to admiral, and continued to be commander-in-chief at the station between 1813-14. He died suddenly while visiting Greenwich Hospital in 1822.
