In-letters and orders received by the Navy Board
Enclosure: Copy of an Order in Council covering the pressing of Mariners and Seamen to serve in the Fleet. Able bodied Watermen, Bargemen and Fishermen between the ages of fifteen and fifty are to be included. Strict instructions are given prohibiting the taking of bribes in connection with persons attempting to avoid impressment and requiring that notables and Public Office holders are to assist in executing the Order. A note at the foot bears the name Sir John Lowther, Vice Admiral of Cumberland and Westmoreland.
