Administrative / biographical background
Kelly was in command of the light cruiser HMS DUBLIN in the Mediterranean when she was involved in operations against the German battlecruiser GOEBEN in 1914 and the Gallipoli landings in 1915. His brother was in command of HMS GLOUCESTER, also in the Mediterranean at this time. Later in the conflict he was in command of HMS DEVONSHIRE, HMS WEYMOUTH, then HMS PRINCESS ROYAL.
