Palmer was born in Kensington, Middlesex, in 1876. After entering the Royal Navy in 1891 he trained on HMS IMPREGNABLE at Plymouth. For almost two years he served on the composite screw corvette HMS RAPID (1883) on the Australia station. He returned home on the first class cruiser HMS CRESCENT (1892) and later served on the battleship HMS MAJESTIC (1895), flagship of the Channel Fleet. He was invalided out of the service in 1898 after suffering from rheumatic fever. His service record can be found at The National Archives, see reference ADM 188/233/159280.
