Administrative / biographical background
During the Nine Years Rebellion (1594-1603) the Irish appealed to Philip II of Spain for help. When Spanish forces landed at Kinsale in 1601, the English army surrounded them and cut them off from Irish support. The Irish were defeated and the Spaniards surrendered. The Lord President referred to in the key was Sir George Carew, Lord President of Munster.
