Buckell was born at Chichester in 1826, where his father John Westmore Buckell was a chemist and druggist. He trained in medicine at University Hospital in London and qualified in 1849. After working as a ship's surgeon he practised as a doctor in Winchester and then Ealing. He moved to the Preston Park area of Brighton in 1902 and died there in 1921.
