Garbett was born at Farnham, Surrey, in 1879. He was a cadet on the training ship HMS WORCHESTER in 1893-1896 and then an apprentice on the TORRENS (1875) in 1896-1899. He qualified as second mate in 1899 (certificate numbers 034681 and 035248).
